Evidence demonstrates that efforts by governments and multilateral actors, particularly security-focused initiatives, are not
sufficient to prevent violent extremism. Governments and multilateral institutions need to work more closely with other
sectors of society to address the relevant underlying drivers of this phenomenon. Civil society organizations (CSOs) are
especially important as they are citizen-led, locally rooted entities that have the access and long-term commitment needed
to foster social cohesion and respect for equal rights and pluralism in their communities. This call for collaboration and
inclusion is enshrined in the former UN Secretary-General’s Plan of Action on Preventing Violent Extremism (PVE) and in a
growing number of national PVE action plans.
أظھرت الأدلة أن الجھود التي تبذلھا الحكومات والجھات متعددة الأطراف، ولا سیما المبادرات التي تركز على الحل الأمني لیست كافیة لمنع التطرف العنیف، لذا یتعین على الحكومات والمؤسسات متعددة الأطراف العمل بشكل أوثق مع قطاعات المجتمع الأخرى من أجل معالجة الأسباب الكامنة التي تدفع ھذه الظاھرة. وتكتسب منظمات المجتمع المدني أھمیة خاصة نظرا
لكونھا كیانات متجذرة محلیا یدیرھا المواطنون، كما تتمتع بالقدرة على الوصول إلى الجماھیر والالتزام طویل الأمد الضروریین لتعزیز التماسك الاجتماعي واحترام الحقوق المتساویة والتعددیة في مجتمعاتھا المحلیة. ھذه الدعوة إلى التعاون والشمول منصوص علیھا في خطة عمل الأمین العام السابق للأمم المتحدة بشأن منع التطرف العنیف، علاوة على النص علیھا في عدد متزاید من خطط العمل الوطنیة الرامیة إلى منع التطرف العنیف.
