ICAN, in partnership with the Permanent Missions of Norway, Sweden, and Canada, the United Kingdom Foreign Commonwealth & Development Office (UKFCDO), the Ministry of Gender, Child and Welfare of South Sudan, the Global Partnership for the Prevention of Armed Conflict (GPPAC), and the National Transformational Leadership Institute (NTLI), convened a 1.5-day workshop to discuss how to strengthen community security as a localized, transformative approach for sustainable peace.

2000 yılında alınan, ilk kez kadınların savaşı önleme ve barış yapımı konularında katılımı çağrısında bulunmuş 1325 Sayılı BM Güvenlik Konseyi Kararının ilham kaynağı ve itici gücü kadın barış inşacılarıydı. Elimizdeki veriler kadınların katılımının barış süreçlerinin daha kaliteli ve sürdürülebilir olmasını sağladığını gösteriyor. Fakat kadınlar hala çoğunlukla birinci kulvar müzakerelerinde yer almıyorlar.
Kadın barış inşacılarının varlığı, becerileri, etkileri, değerleri ve yaklaşımlarının tanınması, savaşları bitiren ve tüm dünyada barışı destekleyecek müzakere ve karar alma süreçlerinde hak ettikleri gibi sistematik olarak yer almalarını sağlamak için atılması gereken ilk adımdır.
“Kadın Barış İnşacılarını Tanımak: Etkin Barış Yapımının Kritik Aktörleri” isimli bu rapor, yirmi yıllık masa başı araştırmaları, birincil veri analizleri, görüşmeler, politika geliştirme faaliyetleri, savunuculuk deneyimi ve Birinci Kulvar arabuluculuk pratiklerinden faydalanarak hazırlanmıştır. Raporda kadın barış inşacılarını şiddet ve çatışmanın karşısında durmaya iten motivasyon ve faktörler, yerel ve küresel alan arasında köprü kurma çalışmaları, farklı zaman ve coğrafyalarda barış ve adalet arayışlarında, düşman güçleri etkilemek için ulusal ve uluslararası yasaların yanı sıra mevcut gelenekleri, kültürel pratikleri, dini öğretileri ve akrabalık yapılarını stratejik olarak nasıl kullandıkları incelenmiştir.
Raporda politika çevrelerinde kullanılan dil ve etiketlerin kadınların barış süreçlerine daha fazla katılımına nasıl engel veya yardımcı olduğu, kadın barış inşacılarının deneyimlerinin diğer sosyopolitik aktivizm biçimlerine göre karmaşıklıklarını ve ortaklıklarını gösteren faktörlerin neler olduğu tartışılmıştır.
International Civil Society Action Network (ICAN – Uluslararası Sivil Toplum Eylem Ağı) ve Women’s Alliance for Security Leadership (WASL – Güvenlik Liderliği İçin Kadın İttifakı) üyeleri tarafından yürütülen She Builds Peace (Kadınlar Barışı İnşa Ediyor) kampanyası kapsamında üretilen bu dokümanda kadın barış inşacılarının birinci kulvar barış süreçlerine katılımını sağlamak amacıyla on maddelik operasyonel kılavuz ve geçmiş örneklere yer verilmiştir.
