Yerel kadın barış inşa kuruluşlarına adil ve makul kaynaklar aktarmanın ne kadar değerli ve gerekli olduğunun görülmesini sağlamak, 21. yüzyılın başında kabul edilen Kadın, Barış ve Güvenlik (WPS) gündeminin değişmez şartlarından biri olagelmiştir. Birleşmiş Milletler ve 193 üye devletin, bu kurumları destekleme istek ve niyetleri de yıllar içerisinde giderek artış göstermiştir. Fakat bağışçıların iyi niyeti ile siyasi, finansal ve idari engelleri arasındaki fark, fonlara en çok ihtiyaç duyan tabandaki kadınlara fon akışına engel olmuştur.
“Kadın Barış İnşacılarını Fonlamak: Barışın Önündeki Engelleri Kaldırmak” başlıklı bu doküman, bağışçılar ve yerel kadın barış inşa kuruluşlarının karşılaştığı mevcut engellere dair bir analiz yaparak bu uygulama alanındaki son gelişmelerden söz etmektedir. Dünyanın her yerinde kadın barış inşa kuruluşlarına küçük ila orta ölçekli hibe ve teknik destek sağlayan ICAN’in bağımsız, çok bağışçılı Yenilikçi Barış Fonu (IPF), ve seçilen ülkelere daha büyük hibeler veren Birleşmiş Milleler Kadın Barış ve İnsani Yardım Fonu (WPHF) gibi etkili fonlama model ve mekanizmalarının var olması umut vericidir. Ancak bu fonlar yetersiz ve kadın barış inşa kuruluşları hala yeterli kaynaklara sahip değil.
Kaynakların yerel sivil toplum kurumlarına, özellikle de kadınlar tarafından yönetilen kuruluşlara yönlendirilmesi, politika, prosedür ve kurumsal kültürün değiştirilmesiyle mümkündür. Yerel kurumlar ve bağış kuruluşları arasındaki istişarelerden faydalanılarak hazırlanan aşağıdaki operasyonel kılavuz, kısa sürede mevcut prosedürler üzerinde yapılabilecek hem bağış kuruluşları hem de sahadaki kurumlar için dönüştürücü nitelikte revizyonlara ve küçük değişikliklere dair pratik öneriler içermektedir.
