In March 2020, ICAN and its global network of women-led peacebuilding organizations, WASL, launched the She Builds Peace (SBP) campaign.

Les femmes artisanes de la paix utilisent le dialogue et s’engagent avec différentes parties pour amener les acteurs à la table de negociation de paix, négocier l’accès humanitaire, défier les idéologies extrémistes et la violence, et faciliter la réconciliation et la guérison sociale. Cependant, cet engagement avec « l’autre » les met spécifiquement en danger. Ironiquement, les femmes artisanes de la paix sont menacées à cause de leur travail de paix.
Les femmes artisanes de la paix sont confrontées à une matrice complexe de risques et de menaces ciblées pour leur santé et leur sécurité physiques, émotionnelles, politiques, économiques et spirituelles. Les menaces qui pèsent sur les femmes artisanes de la paix sont hautement axées sur le genre, en utilisant leur identité, leurs rôles et leurs normes sociales contre elles. Elles ciblent les membres de la famille et cherchent à ternir la réputation des femmes artisanes de la paix, souvent par des attaques à connotations sexuelles. Ces menaces se produisent de plus en plus en ligne, où le lieu public et l’anonymat amplifient leur portée et leur impact.
Malgré 20 ans de politique, de pratique et de preuves d’impact, il existe encore un écart persistant dans la reconnaissance, le soutien et la protection des femmes artisanes de la paix. Ce mémoire distille et s’appuie sur des décennies d’expériences de femmes artisanes de la paix qui naviguent dans ces dangers pour donner un aperçu des facteurs contextuels et des réalités qui créent et exacerbent leur insécurité. Il présente ensuite l’éventail et les sources des menaces, analyse les forces et les lacunes des mécanismes de protection existants et se conclut par des directives opérationnelles destinées aux États et aux institutions multilatérales pour protéger les femmes artisanes de la paix.
Le mémoire et les directives opérationnelles informent le Cadre de protection des femmes artisanes de la paix, élaborés par International Civil Society Action Network (ICAN) avec des membres de Women’s Alliance for Security Leadership (WASL) et le soutien du Bureau britannique des affaires étrangères, du Commonwealth et du développement (FCDO). Cette initiative fait partie de la campagne « She Builds Peace » d’ICAN et de WASL et appelle à l’action pour soutenir les femmes artisanes de la paix.

Organized by the UMass-Amherst World Studies Interdisciplinary Project (WSIP), and funded by the Mellon Foundation and the UMass-Amherst Provost’s Office, ICAN will host two distinguished UMass PhD Mellon Liaison Fellows in 2023.
