En el año 2000, las mujeres constructoras de paz fueron la inspiración y el motor detrás de la Resolución 1325 del Consejo de Seguridad de la ONU que, por primera vez en la historia, pidió la inclusión de las mujeres en asuntos de prevención de guerras y establecimiento de la paz. La evidencia demuestra que la inclusión de las mujeres aumenta la calidad y la sostenibilidad de los procesos de paz. Pero todavía están abrumadoramente ausentes de las negociaciones de la Vía Uno.
Reconocer la existencia, las habilidades, la influencia, los valores y los enfoques de las mujeres constructoras de paz es un paso preliminar necesario para garantizar su lugar legítimo y sistemático en las mesas de negociaciones y toma de decisiones que ponen fin a las guerras y fomentan la paz futura en todo el mundo.
Basándose en dos décadas de investigación documental y primaria y entrevistas, desarrollo de políticas y experiencias en promoción y prácticas de mediación de la Vía Uno, “Reconociendo a las Mujeres constructoras de Paz: Actores críticos en la Construcción de Paz Efectiva”, profundiza en las motivaciones y los factores que impulsan a las mujeres a convertirse en constructoras de paz frente a la violencia y el conflicto; las actividades en las que participan uniendo los ámbitos locales y globales; y cómo, a través del tiempo y la geografía, aprovechan, replantean y despliegan de manera voluntaria y estratégica las tradiciones, prácticas culturales, enseñanzas religiosas y estructuras de parentesco existentes, junto con las leyes nacionales e internacionales, en su búsqueda de paz, justicia y poder para influir en los adversarios y las fuerzas beligerantes.
El informe explora cómo el léxico y las etiquetas en el ámbito de las políticas obstaculizan o ayudan a una mayor inclusión de las mujeres en los procesos de paz, y los factores que capturan la complejidad y la similitud de las experiencias de las WPB en relación y a diferencia de otras formas de activismo sociopolítico.
Producido como parte de la Ella Construye la Paz campaña liderada por el Red Internacional de Acción de la Sociedad Civil (ICAN) y miembros de la Alianza de Mujeres para el Liderazgo en Seguridad (WASL), el informe también proporciona una guía operativa de diez puntos y ejemplos de precedencia que garantizan la participación de las mujeres constructoras de paz en los procesos de paz de la Vía Uno.
